VOTER REGISTRATION DEADLINE: MONDAY, May 21, 2012
A Republican Party Primary Election will be held on June 12, 2012, in Nelson County. The Constitution of Virginia requires that voters be registered in the precinct in which they live in order to be qualified to vote.
The deadline to register to vote in this election is Monday, May 21, 2012. Registered voters who need to change their address may do so by completing, signing, and submitting a voter registration application or their voter card. The deadline to change registration information prior to the Republican Party Primary Election is May 21, 2012. If a registered voter’s address has changed, the voter should update his or her address to ensure he or she remains qualified to vote.

Qualified residents who will be at least 18 years of age on or before November 6, 2012, may register and vote in the Primary Election. Voters may check their voter registration information online at www.sbe.virginia.gov .
FINAL DAY TO APPLY FOR AN ABSENTEE BALLOT:
- By mail: Tuesday, June 5, 2012 by 5 PM
- In person: Saturday, June 9, 2012, by 5 PM
The Registrar’s Office will be open Saturday, June 9, 2012, 9:00 AM– 5:00 PM for absentee voting.
Applications for registration and absentee ballots, as well as sample ballots, will be made available at the Voter Registrar’s Office, by calling the Registrar’s Office at 434-263-4068 or on the Registrar’s website at www.nelsoncounty.com/agencies/registrar
The law permits emergency absentee voting in a few, very limited situations until 2 PM on Monday, June 11, 2012. For more information on emergency absentee voting, call the Registrar’s Office at 434-263-4068.

Electoral Board and General Registrar
The Electoral Board is composed of three members who are appointed by a majority of Circuit Court Judges serving Nelson. They serve a three-year staggered term. Representation is given to the “…two politcal parties having the the highest and next to highest number of votes in the Commonwealth for Governor at the last preceding gubernatorial election.” Virginia Election Law 24.2-106
The Electoral Board appoints the General Registrar who serves a four-year term. The General Registrar and Assistant Registrar are responsible for registering people to vote, maintaining official registration records, educating the public about voter registration, and together with the Electoral Board and Officers of Election, administering elections for the County of Nelson.

Not Registered to Vote?
Maybe you just turned eighteen, moved to Nelson County recently, or need to update your information on file. Whatever the reason, we encourage you to register if you meet the qualifications. For more information on the qualifications, click on this link Virginia Voter Registration. Applications can be downloaded from our website, the Voter Registration Office or obtained at DMV and other select governmental agencies, or we will be happy to mail one to you at your request.

Qualifications to Register to Vote in Nelson County Virginia
- You must be a United States citizen
- You must be a resident of the County of Nelson
- You must be 18 years old before the next general election
- You must have had your rights restored if you were ever convicted of a felony
- You must have had your rights restored if you have ever been judged mentally
- incapacitated

Voters with Disabilities
The following improvements have been made to the voting precincts to improve accessibility for voters with disabilities:
- All precincts are wheelchair accessible
- All precincts have a Touch-screen voting machine with capabilities for the visually impaired and can be adjusted for wheelchair bound voters
- Curbside voting is available as well as assistance upon request

Voters with disabilities that prevent the voter form leaving his/her home can apply for an Annual Absentee Application. Upon approval of the application, the voter will automatically receive ballots for each election in the calendar year (January-December). The application must be renewed annually and requires a physician’s signature one time only upon the first submission.

ABSENTEE VOTING
Who Can Vote Absentee?
Citizens who will be absent from Nelson County on Election Day, or who are unable to go to the polls because of illness or disabilities, may apply to have an absentee ballot mailed to them or vote by absentee ballot in person at the Office of Voter Registration. Virginia law requires a reason to vote absentee. Valid reasons for voting absentee include students away at college, military personnel, firefighters and first responder personnel, absence due to personal or business reasons to name a few. Refer to the absentee application for a complete listing.
How Do I Vote Absentee?
Registered voters wishing to vote absentee must complete an Absentee Application and either mail, email a scanned copy, fax or return the application in person to the appropriate Voter Registration Office. Upon approval of the application, you will be mailed a ballot to the address indicated or if you choose, you may vote in person at the office.
If you receive a ballot by mail, be sure to read and follow the instructions carefully. Return your ballot in person or by mail. You may NOT deliver anyone else’s ballot unless you meet certain criteria for an emergency ballot and have been designated as a representative.

Military or Citizens Overseas
Citizens of the uniformed services or other citizens who are temporarily residing overseas may prefer to apply for a ballot using a Federal Post Card Application. Eligible applicants may be able to receive ballots automatically for up to two years before renewal would be required unless the address to receive ballots changes.

Annual Absentee for Citizens with Disabilities
As discussed under the Voter Registration tab, citizens unable to go to the polls on Election Day because of a chronic illness or disability may apply for an Annual Absentee Application. Eligible applicants will receive ballots for each election in the calendar year. (January -December) This requires a one time physician’s signature and must be renewed annually.

The Absentee Precinct is located at The Registrar’s Offfice at 63 Court Street until Election Day when it is moved to the Jury Room in the Court House.

General Information
Voting precincts are open from 6 a.m. until 7 p.m. on Election Day. Voters are asked to present an acceptable form of identification. Most common forms of ID include a valid Virginia Driver’s license, current Virginia Voter Card, other type of government identification, or a recent utility bill , to name a few. Please contact our office if you have questions regarding identification at (434) 263-4068. Voters who do not have identification but are otherwise eligible, will be asked to sign a statement affirming their identity (for state and local elections or established voters in a Federal Election) or offered a provisional ballot (for first time voter’s in a Federal Election without ID).
Provisional Ballots
Provisional ballots are not counted on Election Day. The eligibility of the voter is determined on the following day by the Electoral Board. Provisional Ballot determination will be made prior to the canvassing of vote. This gives the Electoral Board or the General Registrar time to research the voter’s eligibility or for the voter to provide additional proof of eligibilty to vote. If it is determined that the voter is eligible, then the vote will count and be added to the overall vote total. Provisional voters are given information as to the time and place of the meeting and are allowed to attend.

Information for Candidates Running for Election in 2011
Information packets for potential candidates in the upcoming November 2011 General Election may be picked up at the Office of Voter Registration during normal business hours.
The Code of Virginia contains the requirements regarding the qualifications to be a candidate. Although requirements to run for office differ somewhat for local, state and federal offices, the basic requirement is one must be qualified to vote for the office one is seeking, and have been a resident of the Commonwealth of Virginia for at least one year prior to the election date.

Candidates running for a Federal Office, statewide office or the General Assembly should file their forms with the State Board of Elections. Candidates running for a local office must file with the local Voter Registration Office located at 63 Court Street, Lovingston, Virginia.
A candidate should carefully review the Candidate Bulletins on the State Board of Elections website for additional helpful information about running a campaign, advertising requirements and campaign finance requirements.
Campaign Finance
All candidates are required to file Campaign Finance Reports. Candidates who are eligible and choose to file an Exemption From Reporting may delay the filing of reports until the time that the exemption is rescinded or the campaign ends. Candidates should follow the appropriate filing schedule which is determined by whether it is an Election year or not. Links for the various forms follow.
