AT AN ADJOURNED MEETING of the Nelson County Board of Supervisors (from April 13, 2010) at 5:00 p.m. in the library located in the Nelson County Middle School.

I. Call to Order
Ms. Brennan called the meeting to order at 5:00 p.m.
II. Joint Meeting with the Nelson County School Board
The Board of Supervisors met in session with the Nelson County School Board (all five School Board members were present, as were the Division Superintendent, both Assistant Superintendents, and the Principals of Tye River and Rockfish River Elementary Schools). The purpose of the joint meeting was to receive and discuss the report completed by BCWH (Architecture) on the firm’s evaluation of the roof and window systems located at Tye River and Rockfish River Elementary Schools.
Messrs. Chuck Ray, Sr. Partner, and Charles Tilley, Sr. Associate, of BCWH were in attendance and presented the firm’s report. Mr. Ray provided an insightful power point and summary overview of BCWH’s initial assessment of the roof and window systems at TRES and RRES (as was included in the firm’s report, Roof and Window Study, Tye River & Rockfish River Elementary Schools, March 15, 2010, which each Board had received prior to the joint meeting). Mr. Ray stated BCWH’s recommendations, as follows:
Tye River Elementary School: 1) Replace the feature windows at the Administration Corridor, Media Center and Cafeteria with pre-finished storefront or curtain wall window system. Replace joint sealants, repair/replace perimeter flashing, point up masonry and complete interior finish repair; 2) Replace the current roofing covering with asphalt shingle with the option of replacing with metal roofing, repair soffits and replace flashing and trim.
Rockfish River Elementary School: 1) Feature Windows – replace the Media Center and Cafeteria windows with pre-finished storefront or curtain wall window system. Replace joint sealants, repair/replace perimeter flashing, point up masonry and complete interior
finish repair; 2) Typical Perimeter Type Windows – replace with pre-finished storefront window system, repair/replace perimeter flashing where needed, point up masonry and complete interior finish repairs, as needed; 3) Hollow Metal Entry Frame Windows – replace door frame head supports, rework jamb masonry as needed, complete interior finish repairs as needed. (BCWH noted that the recommendations for RRES would encompass replacement of most, if not all, window installations at this school).
BCWH provided the following cost estimates for the work recommended to be completed:

In response to questions: 1) Mr. Ray noted that the choice of an asphalt shingle or metal roofing system was a matter of preference and cost adding that all roofs leak no matter which type is installed.. He stated in BCWH’s experience that selection of an asphalt shingle roof with thirty year shingles would likely result in a replacement period of approximately twenty years. He said use of a metal roof would differ from an asphalt shingle roof in that the metal roof would have a twenty year warranty and the metal roof would last two to three times as long as an asphalt shingle roof but there would be associated maintenance costs to maintain the metal roof. He summarized by stating that selection of either roofing material was a priority cost consideration, specifically noting that an asphalt shingle roof was much less expensive than use of a metal roof and while the metal roof would not have to be replaced after twenty years, as would a shingle roof, that there would be a cost equal to replacement of the shingle roof after twenty years to maintain the metal roof after it has been in place for twenty years; the connotation being that use of a shingle roof would be substantially less expensive than utilizing a metal roofing system.
2) Mr. Ray said the roof at Rockfish River Elementary School was in good condition and had an estimated useful life of five to eight years before replacement would have to be considered.
3) Mr. Ray stated that the windows at RRES were installed incorrectly but that he could not advise as to why this happened or whether or not the School Division had any recourse against either the architectural firm that designed the school or the construction company that built the school.
4) Mr. Ray recommended the issuance of an invitation for bids to retain one licensed general contractor (Class A) to be responsible for all work to be accomplished (roof and windows).
5) Mr. Ray said the roof at RRES could be included in a bid solicitation as an “added alternative” which would enable the School Division to evaluate whether or not it was in the Division’s best interests to include this work in the overall scope of work to be accomplished.
Following BCWH’s response(s) to questions, both Boards expressed appreciation to BCWH and to each other for meeting together and endeavoring to address this matter.
IV. Adjournment
With no further business to consider, Mr. Johnson moved that the Board of Supervisors adjourn the meeting, seconded by Mr. Bruguiere. Roll call was unanimous (3-0) in favor of the motion and Mr. Brennan adjourned the meeting at 6:00 p.m.
