RFP Number 2010-SC1 Addendum #1 Issued June 7, 2010
1. Sealed proposals will be accepted in the County Administrator’s office prior to 4:00 p.m. Local Time Prevailing on June 16, 2010. Proposals received after the stated due date and time shall not be considered.
2. The deadline for receipt of questions/clarifications is prior to 4:00 p.m. Local Time Prevailing on June 9, 2010.
Questions/Clarifications as of June 7, 2010
Q1: The Scope of Services Item 3 refers to the Environmental Assessment and asks for maps of the proposed build and the completion of necessary documentation to ensure an approved EA. Is the successful bidder to be responsible for compiling a complete EA or just maps and the necessary permits to the appropriate agencies?
A1: The successful firm is to be responsible for compiling and submitting a complete Environmental Assessment to the appropriate agencies.
Q2: The RFP alludes to pricing at several locations but does not specifically request pricing for the project. Is pricing to be provided and if so, what format? Hourly? Lump Sum?
A2: Pricing is not requested at this time, non-binding cost estimates will be requested during the discussion phase of the RFP process.
Q3: The Agreement refers to Liquidated Damages in Item F. We have not had liquidated damages applied against contracts for engineering services we have provided in the past. While LD could be applied for certain of our services, once the contractor starts placing cable, the time frame for completion is beyond our control. We assume that the LD would be applied against construction but not against engineering. Is this correct?
A3: The liquidated damages clause of the Standard Form of Agreement applies to the construction contractor.
Q4: The Scope of Services Item 4 refers to obtaining performance and payment bonds. In the case for this project, we assume a bond would be required of the construction firm rather than the selected engineering firm. The engineering firm would verify that the bonds submitted by the contractor are adequate and on an approved form. Is this correct?
A4: The pay and performance bonds will be required of the construction contractor and the engineering firm will be responsible for verifying that the bonds submitted are adequate and on an approved form.
Q5: What does “finalize the network design” mean, that is stated in the solicitation statement. The statement could mean, finish up a design, that you have already done or it could mean having to do a design, if the design has not been done properly. The key is to provide pricing based on the RFP requirements.
A5: “Finalize the network design” means using the preliminary network design that has been developed in securing the NTIA Broadband Stimulus grant funds and developing the details necessary to provide drawings and specifications that will facilitate the conduct of a sealed bid process for construction and implementation of the network. Please note that providing pricing is not requested at this time, see Q2/A2.

A Pre-proposal conference will not be held for this RPF. Any changes to this Request for Proposals will be made only by written addendum issued by the County.

Six (6) bound and one (1) electronic copy of Proposals shall be submitted in a sealed, opaque envelope, with the RFP number, title, due date and time appearing on the lower left front. Contractors are responsible for having their proposal stamped by the County Administrator’s Office before the deadline indicated above and should note all addenda issued.
