There was no public comment.

Chairperson Steve Crandall called the meeting to order.

Motion: To approve the February 5, 2009 meeting minutes. Hall-Kelly (6-0)

Greg Kelly reported that the organizers of the local food hub are 
having success in raising funds and are moving ahead.  He noted that they 
are planning to hold public meetings as needed and are working on a website. 
 Mr. Kelly said that several efforts on the local level were discussed -
including helping growers/producers find space in local markets and working to open additional farm markets in Nelson.

Steve Crandall reported that he and staff have been 
working with the various groups – including WPOA and WPI – to get the transportation survey 
link out to as many people as possible.

Steve Crandall, noting the negative effects on local 
businesses due to a difficult economy, suggested that the EDA tie the Due 
Nelson logo and theme to a promotion to encourage people to buy from local 
merchants, dine at local restaurants and use local services.
Motion: to direct staff to research a revenue-neutral promotion campaign to 
study a coupon book concept, publicity and web promotion to support local
 businesses. Kelly-Pelton (6-0)

Maureen Kelley noted that the contract purchaser of the
 Callohill property has asked for a one-year extension on the agreement to 
allow more time for them to deal with final financing.
Motion: to extend the agreement for one year with EDA having the
 right to sell to a new buyer who can meet the terms of the offer; 
the existing buyer retains first right of refusal.

 Berry-Kelly (5-0 – Hall recused himself)

Greg Kelly noted that Central Virginia Electric Cooperative had tried to obtain an agreement with a landowner 
at the entrance to the Colleen Business Park to allow for placement of a
 sign for marketing the property for sale but was unsuccessful at that 
time.  After discussion, Members agreed to work on getting signage at the
 entrance to the Business Park.

Plans for the May 2009 Business Appreciation event are being finalized.
