UBSC Details
The Virginia Uniform Statewide Building Code (USBC) became effective in
1973. Since then, no locality within the Commonwealth may adopt
or enforce any ordinance which regulates construction standards.
It is promulgated by the Board of Housing and Community Development
which is supported by the staff of the Department of Housing and
Community Development Division of Building Regulation. The USBC
requires all local governments to maintain a building department, issue
construction permits and perform inspections in order to ensure
compliance with the minimum requirements of the building code.

For single family dwellings, two family dwellings and townhouses not
exceeding three stories, the following model code is effective:
